Bio-waste – mainly food and garden waste – is a key waste stream with a high potential for contributing to a more circular economy.
This European Environmental Agency Report provides an overview of bio-waste generation, prevention, collection, and treatment in Europe.
Bio-waste accounts for more than 34 % of the municipal solid waste. Many countries in Europe are far from capturing bio-waste's full potential. Food waste accounts for nearly 60 % of all bio-waste from households and similar sources. Preventing it is felt as an ethical responsibility for society.
Composting (with oxygen) and anaerobic digestion (without) are currently the two most widely applied treatment techniques. The latter generates biogas - renewable energy - and tends to deliver higher environmental benefits.
The lack of a commonly accepted, inclusive definition of and methodology for measuring circularity hinder the transition to a more circular economy (CE). These two factors obstruct the development of and access to dedicated or non-dedicated finance, credit risk assessment and the transferability and replicability of projects and investments across regions and jurisdictions.
The Expert Group on Circular Economy Financing proposes a sector agnostic CE categorisation system that defines categories of activities substantially contributing to a CE. Guidelines with an indicative list of typical investments/projects for each CE category are included.
Many European countries still lack a national strategic roadmap for transposing the European directives at national level.
Some outstanding issues include the need to have clearer operational guidelines for the adoption of circular models and metrics for monitoring the transition towards circular models.
This study has been prepared in collaboration with Enel and with the scientific contribution of Enel Foundation. It unfolds in three main parts:
- State-of-the-art of Circular Economy in the European Union
- An innovative assessment model for socio-economic and environmental benefits of Circular Economy in the EU, with a focus on Italy, Romania, and Spain
- Policy proposals for successfully managing the transition from a linear to a circular world
This research reviews the long history and diversity of circularity thinking to develop a comprehensive timeline, which identifies and conceptually classifies 72 different CE-related concepts from the Global North and South alike (such as industrial ecology, Gandhian and steady-state economics, buen vivir, doughnut economics, degrowth).
In November 2020 the paper was completed with an interactive timeline that helps researchers and practitioners better situate and navigate the concept of circular economy, both in its rich historical origins and in its theoretical diversity. It thus fosters a cross-pollination of concepts and ideas which can help address the complex socio-ecological challenges of the 21st century.

The European Manufacturers of Electrical Machines and Power Electronics are committed to Circular Economy
The European Committee of Manufacturers of Electrical Machines and Power Electronics (CEMEP) supports the development towards a circular economy (CE), thus actively contributing to more sustainable manufacturing and responsible consumption. This industrial sector follows a business-to-business market model, delivering products for a wide number of economic sectors and applications.
Its three main product groups – electric motors, variable speed drives and uninterruptable power systems – show differences and similarities when it comes to material efficiency, hence the need for sector- or product-specific approaches when pursuing CE.
This position paper describes the CE status of the CEMEP industries and the way forward towards more circularity.
This document is the result of the active involvement of the Interreg MED Green Growth community, together with its projects.
To make circular economy (CE) simpler, more efficient and more competitive, it is suggested to take a holistic, integrated and cooperative approach, by considering all phases in which CE is structured, all levels (from local to European) and all stakeholders involved in the implementation of CE models.
The policy recommendations proposed in the document are structured into six main areas:
- Investments and access to finance
- Technological infrastructure
- Labour market and employment
- Awareness and knowledge
- Cooperation among stakeholders and technology transfer
- Cross-cutting issues.
The Capital Region of Denmark is committed to becoming a fossil-free and circular region by 2050. Inter alia, this entails achieving an 80% recycling rate for the region’s waste by 2035, and growing green business activities by 8% by 2025. New forms of cooperation and dialogues between stakeholders are necessary to reach these goals.
Through a three-year public-private partnership, the Region and its partners aim to pave the way for greater collaboration between the waste sector and the business community. Metabolic collaborated with the Region to undertake a material flow analysis and an environmental assessment of the Region’s waste system, and to identify impact hotspots and circular opportunities.
The fourth Thematic Working Group (TWG) set up by Interreg MED's Green Growth community implemented and assessed solutions to promote competitiveness and innovation of Mediterranean SMEs in a circular economy.
The TWG's White Paper addresses the following issues:
- smart specialisation, public-private partnerships and innovative funding;
- lack of effective clusters for companies and stakeholders to connect, work together and transfer innovations;
- limited access of SMEs to tools, services and funds driving innovation;
- limited consumer awareness and interest in “green” and “circular” products and services.
Zero waste: problems become opportunities in Waste Prevention & Management - a White Paper by Interreg MED's Green Growth community
The third of the four Thematic Working Groups created by the Interreg MED's Green Growth community addressed waste reduction, prevention and management.
This White Paper promotes solutions to reduce organic (livestock) and inorganic waste, and maps technologies, systems, and strategies for proper waste management. It illustrates issues - e.g. over-production/application of high-nitrogen slurry and manure and need to treat it, as well as lack of treatment of agrifood waste - and highlights the projects’ contributions to achieve full use of resources through their life cycle to create a circular economy.
Among the results: policy guidelines based on four Struvite Precipitation (SP) plants to stimulate innovation and set up a common legal framework for struvite as fertilizer.
The Communication on Circular Economy, adopted in 2015, calls on the Commission to establish a Platform dedicated to food waste prevention. Thus the EU Platform on Food Losses and Food Waste (FLW) was established in 2016, as an informal European Commission expert group bringing together EU institutions, international organisations, experts from Member States and actors in the food value chain including consumer and other non-governmental organisations.
The Platform aids the Commission in identifying and prioritising actions to be taken at EU level in order to prevent food losses and food waste and supports all actors in identifying and implementing appropriate actions to take at national, regional and local levels. Its work is of a horizontal nature, aiming to identify opportunities for food waste prevention across the food production and consumption chain and facilitate inter-sector cooperation.
The most recent estimates of European food waste levels (FUSIONS, 2016) reveal that 70% of EU food waste arises in the household, food service and retail sectors, with production and processing sectors contributing the remaining 30%. The EU and Member States are committed to meeting Sustainable Development Goal 12.3, adopted in September 2015, which targets to halve per capita food waste at the retail and consumer level by 2030 and reduce food losses along the food production and supply chains.

The Luxembourg EcoInnovation Cluster, managed by Luxinnovation, the National Agency for Innovation and Research, is an active network that brings together and supports various players of the clean technologies sector with the ultimate goal of turning the concept of circular economy into a reality in Luxembourg. The cluster's objectives are the following:
- diversify the activities of the Luxembourg companies thus allowing them to gain and to develop new capabilities in the clean technologies field;
- contribute to the development of new environmental solutions in the field of eco-technologies and sustainable construction;
- raise public awareness to the uptake of “green technologies”;
- build public-private partnerships in order to develop new collaborative projects of common interest;
- encourage networking between public and private actors at the national and international level.
The cluster provides the following services:
- access to practical and technical information related to specific questions on eco-innovation;
- advice on national and European funding opportunities for clean technologies;
- value-added information on emerging technologies and markets.
The Luxembourg Wood Cluster was set up in 2016 as a platform for exchange between all players in the wood sector, spanning from wood production to the end consumers of wood products. Its structure is managed by Luxinnovation, the National Agency for Innovation and Research.
As a meeting point for innovative, public and private organisations in the region – companies as well as research centres – the Wood Cluster brings together know-how and facilitates the sharing of experience in Luxembourg and beyond. Optimising the market release and the use of wood resources in order to lengthen their life cycles, and creating and enhancing regional wood product chains are among its objectives.
Its underlying logic is that of improving the recovery of this sustainable material par excellence at local and regional level. To this end, the Cluster:
- promotes the wood sector as a whole,
- organises networking events for its members ("Meet a member"),
- organises conferences and thematic visits,
- manages technical working groups around the themes of wood production, processing and use,
- looks for innovative projects and new technologies at national and international level,
- identifies and manages strategic flagship projects, and
- supports sectoral SMEs and start-ups.
"Circular Futures - Plattform Kreislaufwirtschaft Österreich" is a solution-oriented multistakeholder platform that brings together professionals across relevant industries, the administration, politics, science and civil society in Austria. Circular Futures acts as a think-tank, incubator, and catalyst for projects and initiatives necessary for a successful transition to a circular economy in Austria.
Circular Futures offers:
- A website that serves as a central information and communication platform;
- Knowledge events on the circular economy to inform and mobilise stakeholders;
- Targeted capacity-building for relevant stakeholders through workshops, trainings, and the publication of project information;
- The coordination of local activities and strengthening of regional networks; and
- The involvement of relevant stakeholders in political processes (consultations, strategy/guideline developments, etc.) through information-sharing and mobilization.
Circular Futures AT is a collaboration between the Umweltdachverband and the European Environmental Bureau (EEB), the Reuse and Repair Network Austria (RepaNet), and the Verband Abfallberatung Österreich (VABÖ).
The Upper Autrian Cleantech-Cluster networks all actors from the resource supplier, to the manufacturer, industrial researcher, to mechanical engineers, recyclers, and disposers in order to find joint solutions and develop new technologies. We cooperate with our 10 cluster initiatives in the Upper Austrian business support agency and 2000 partner companies, whose activities range from plastics, to automotive, furniture and wood construction, food, medical technology, mechatronics, IT, logistics, and HR, In order to support projects for SMEs in particular, the cluster also supports EU funding applications, thus offering its partners an internationally mature circular economy toolbox.

The “Cyprus Circular Economy Platform” aims to collect circular economy good practices and events from all stakeholders that can contribute to the transition to a circular economy across Cyprus. The Cyprus Circular Economy Platform was co-created by the European Commission Representation in Cyprus and the Cyprus Federation of Employers & Industrialists (OEB) and was registered as a partner for the 2018 EU Green Week.
The European Resource Efficiency Knowledge Centre (EREK for short) is here to help European companies, especially SMEs, save energy, material and water costs. Catalunya Circular was launched on the 9th of May 2018 in Barcelona and it already has around 20 member organizations. Its aim is to become a central point of reference for circular economy (CE) in Catalonia.
Besides providing useful knowledge and information on CE, Catalunya Circular offers an opportunity to raise awareness about the work done by Catalan businesses and society by publishing details of their CE initiatives. These initiatives are geolocated on an interactive map and can be selected using a search engine that allows users to look for projects by keyword and/or type of economy.
The ARA Innovation Space is a place for networking, interdisciplinary exchange and innovative creating around topics for a circular economy.
For civil society, artists, scientists, creative people, students, entrepreneurs and all those who are simply curious. The goal of the ARA Innovation Space is to connect people on a cross-disciplinary level to join forces developing and implementing innovative solutions – contributing to the sustainable use of our natural resources.
We organize workshops, networking events as well as creative formats such as exhibitions and performances on a regular basis.
This event on 27 May will present the innovative approaches taken by five European projects (FOODRUS, CO-FRESH, FAIRCHAIN, LOWINFOOD, PLOUTOS) working on synergies to address sustainable agri-food value chains.

PlastiCircle Final Forum on 13 April will display technologies for the circularity of packaging waste.
The 2nd International Conference on Circular Packaging on 9-10 September aims to connect industry, academia, design studios, brand owners and anyone involved in the packaging life cycle. It will focus on sharing knowledge, good practices and ideas, and forging new links in the shift from linear to circular packaging supply chains and business models.
The Environmental Coalition on Standards (ECOS) is organising a webinar on Durable, repairable and mainstream - how ecodesign can make our textiles circular. The webinar will take place online, on 20 April at 10.30 a.m. CEST. It will last around an hour, including a Q&A session.
During the event on 8 April the Innowo Institute will launch the report "Circular Business Opportunities in Poland" commissioned by the Embassy of the Kingdom of the Netherlands. RREUSE is organising its second online study tour designed to help public authorities implement re-use activities. AIMPLAS - a consortium member of the OCEANETS project - has developed a material that ensures the traceability of fabric made from end-of-life fishing nets. When exposed to infrared radiation, the material changes colour and so helps identify where it came from.

LIFE - the European Programme for the Environment and Climate Action - has been financing Eco-Innovation and Circular Economy related projects since its start in 1992. The call for LIFE 2020 proposals is now open, with more than €450 million earmarked for nature conservation, environmental protection and climate action projects.
GRAMOFON, a European project coordinated by the Spanish Plastics Technology Centre AIMPLAS, has ended after 42 months, with very promising results on CO2 capture. New materials for capturing CO2 could be used to reduce industrial emissions and as catalysts.
In April 2020, European Aluminium launched its Circular Aluminium Action Plan, a strategy for achieving aluminium’s full potential for a circular economy by 2030.
