The URBAN WASTE project focuses on urban strategies for waste management in tourist cities. It involved stakeholders from 11 pilot areas and studied the challenges inherent in waste management so that appropriate strategies responding to real-world needs can be devised and implemented.
The FORCE project is an EU-funded project seeking to promote the shift towards the circular economy. Running from September 2016 to January 2021, the project identified four main focus areas: plastic waste, wood waste, used electronic and electrical equipment, and food and biowaste.

In the framework of the CIRCWASTE project, coordinated by SYKE (Finnish Environment Institute), pioneering municipalities have developed local circular economy roadmaps in 2019. The City of Porvoo is one of these and published its own circular economy roadmap in May 2019 to steer efforts that promote resource efficiency and circular economy in the coming years, so it can build on successes to date that range.

The amount of high-quality soil and rock is not increasing in Finland, nor is the land area growing. This is why in Porvoo stakeholders are desiging a built environment that takes into account the sustainable use of soil materials and other resources.
Porvoo also aims to reduce food waste and improve the recycling of municipal waste through counselling and outreach for and to citizens. The impact of counselling on the volume of food waste is monitored at schools by weighing plate waste, for example. In addition to this, Porvoo will promote waste sorting by improving the quality of the recycling network using life-cycle analysis.
The roadmap also includes specific circular economy tasks and challenges for the local authorities and companies of the City of Porvoo to implement, with the most urgent having a completion date of 2020 while others have targets for 2030.
In the framework of the CIRCWASTE project, Southwest Finland developed a circular economy roadmap to implement the national waste plan and define regional objectives with concrete measures to achieve these.
The Finnish Environment Institute formed an expert network on circular economy, and began identifying regional strengths and special characteristics to start with. A regional cooperation group of more than 20 members was founded to work the strategy. It was composed of representatives from various towns, education establishments, the Regional Council of Soutwest Finland, private companies etc.
For Southwest Finland, stakeholders set a focus on sustainable food systems, high-tech industry, transport and logistics. Public services and knowledge exchange with industry, academia and civil society are the overarching themes.
The objectives and measures are classified along the priority sectors:
Targeted training and versatile learning materials will advance circular economy in construction, where the strategy aims to generate less waste and increase the use of construction and demolition waste to 70%.
As Southwest Finland is a national frontrunner in making use of agricultural by-products and nutrient reuse, the region wants to build on its strengths and halve food waste by 2030. Another goal in this area is to increase the amount of recycled organic waste to 60%.
Additionally the strategy hopes to decouple municipal waste growth from regional GDP growth, and increase recycling to 55%.
Luxembourg's new National Waste and Resource Management Plan includes measures and guidelines for the implementation of the amended Waste Management Act of March 21, 2012. It analyzes the situation regarding waste management and lists measures that will be taken to ensure the re-use, recycling, recovery and disposal of waste in the most environmentally friendly conditions while remaining in line with the national and European legislative context. The prevention program is integrated in the text of the national plan and introduces a whole-system approach for waste prevention.
The overall objective of the NWRMP is to protect the environment, cultural property and human health by preventing and reducing the harmful effects of waste. In addition, waste management has long-term goals, including conservation of resources, climate protection and impacts for future generations.
This plan represents a considerable step in the transition towards a circular economy, and builds on the principles of a sober and responsible consumption of natural resources, the optimisation of product life cycles, opportunities for re-use or failing that, waste recycling.

The plan was also drafted in consultation with stakeholders and citizens over a 3-year period. This included thematic workshops on municipal waste, food waste, construction & demolition waste and treatment plant waste. The plan also received input through the May 2017 'National Waste Day' and further public consultations in Spring 2018. Its implementation willl be overseen by the Ministry for Sustainable Development and Infrastructure's environmental agency for the period 2018 - 2022.
This strategy sets out our priorities for moving towards a more circular economy - where products and materials are kept in high value use for as long as possible.

France's Law Against Food Waste has become an international model for sustainable food policy. The law is often described as combining economic efficiency with environmental protection and social equity. However, stakeholder narratives cast doubt on whether this French CE law really contributes to social justice in the long run. This discourse analysis shows that:

The European Food Banks Federation (FEBA) works on raising awareness about the problems of food waste and poverty, lifting obstacles to food donation for social purposes, and promoting the circular economy.
This research paper examines the impact of the COVID-19 crisis on the functioning of European food banks and how resilient European food banks were in coping with the pandemic in 2020.

Being highly versatile and efficient, insects can bio-transform many of these materials (before they become "waste") into a wide range of higher-value products and ingredients that can further be included into the food and feed chains. Their added value goes beyond that of an alternative feed ingredient.

The EU Guidelines for the feed use of food no longer intended for human consumption are an integral part of the communication Closing the loop - An EU action plan for the Circular Economy.
They were developed by the Commission in close cooperation with the food, feed, animal health and environmental authorities of the Member States and the members of the EU Platform on Food Losses and Food Waste, as well as other stakeholders.
The valorisation of the nutrients of food which, for commercial reasons or owing to problems of manufacturing, is no longer intended for human consumption, but can be safely used in animal nutrition, prevents these materials from being composted, transformed in biogas or disposed of by incineration or landfilling.
Available in all EU languages by following the Official Journal link, these guidelines should assist the national and local competent authorities, as well as the operators in the food chain, in applying the relevant EU legislation. Legal clarity is therefore enhanced and examples of best practices that are in compliance with the current EU regulatory framework are presented while preventing unnecessary administrative burden.
As part of the Circular Economy Action Plan, the Commission is examining ways to improve the use of date marking by actors in the food chain and its understanding by consumers, in particular "best before" labelling. Better understanding and use of date marking on food, i.e. "use by" and "best before" dates, by all actors concerned, can prevent and reduce food waste in the EU.
In order to help inform its work on date marking, the Commission launched a study to map how date marking is used in the market by food business operators and control authorities.
The market study found wide variation in date marking practices within product categories surveyed in the EU. The legibility of date marks was judged to be poor for 11% of products sampled. The study highlights the role that strengthened cooperation and innovation in the food supply chain can play in preventing food waste and finds that additional guidance may be needed to facilitate food redistribution past the "best before" date.

Based in Barcelona, Rezero is a non-profit organisation that, in collaboration with social and economic actors in Spain, aims to push the model of production and consumption towards zero waste, including the Jo Soc Coco (#IamCoco) conscious consumption campaign.

The Communication on Circular Economy, adopted in 2015, calls on the Commission to establish a Platform dedicated to food waste prevention. Thus the EU Platform on Food Losses and Food Waste (FLW) was established in 2016, as an informal European Commission expert group bringing together EU institutions, international organisations, experts from Member States and actors in the food value chain including consumer and other non-governmental organisations.
The Platform aids the Commission in identifying and prioritising actions to be taken at EU level in order to prevent food losses and food waste and supports all actors in identifying and implementing appropriate actions to take at national, regional and local levels. Its work is of a horizontal nature, aiming to identify opportunities for food waste prevention across the food production and consumption chain and facilitate inter-sector cooperation.
The most recent estimates of European food waste levels (FUSIONS, 2016) reveal that 70% of EU food waste arises in the household, food service and retail sectors, with production and processing sectors contributing the remaining 30%. The EU and Member States are committed to meeting Sustainable Development Goal 12.3, adopted in September 2015, which targets to halve per capita food waste at the retail and consumer level by 2030 and reduce food losses along the food production and supply chains.

Oana Neagu is Director of the General Affairs team at Copa Cogeca. The team covers topics related to the circular and bio-economy, the environment and climate change, research and innovation, food waste, etc. Oana is an agricultural engineer and has a Master’s degree in business administration. She previously worked at the European Commission’s Directorate-General for Agriculture as a policy officer, in charge of managing market measures. Prior to joining the Commission in 2006, she was the adviser on European integration at the Ministry of Agriculture in Romania, and was involved in preparing Romania’s accession to the European Union.
She is a member of the management committee of the multi-stakeholder platform on the implementation of the Sustainable Development Goals in the EU and actively involved in various expert groups on the bioeconomy, forestry and rural development.

LIPOR's Environmental Education and Intervention Program aims to create an educational offer that encourages citizens to implement good environmental practices and facilitates the acquisition of skills that support civic intervention and a sustainable development.
LIPOR intends to reach 90 000 people with its awareness campaign within its catchment area. This involves delivering about 10 direct environmental awareness actions to the community its environmental education technicians daily.
LIPOR’s annual prevention programme includes several projects and initiatives implemented across all eight municipalities aiming to prevent and reduce food waste.
With the “Embrulha" (Pack It) project LIPOR wants to engage 50 restaurants in Porto Municipality and 10 restaurants in other LIPOR municipalities to recover 6 tonnes of food waste.
The "Dose Certa" (Right Portion) project aims to certify 46 food establishments in total.
The Strategic Plan for Urban Waste 2020 (PERSU 2020) is the reference instrument of the urban waste policy in Portugal.

Copa and Cogeca, Europe's leading interest group for farmers, is organising a workshop in Brussels to present best practice in combating food loss and food waste from across EU farms and cooperatives, with participation of EU Commissioner for Health and Food Safety Mr Vytenis Andriukaitis.
The FOODRUS project has launched a survey on the identification of legal, economic, technical and system barriers to food loss and food waste prevention. The survey targets all actors in the food value chain, from farm to fork. Food waste generates around 8% of the global greenhouse emissions. In their reflection document, the ECESP leadership group led by Copa-Cogeca discussed ways to reduce food waste and to maximise the circularity of food production.

The LGH Company – Linea Gestioni – manages the Integrated Waste Service and Energy Service in Northern Italy, aiming to provide efficient services for the community and to promote the principles of sustainability. It has also launched an educational programme for 10 000 students, which seeks to raise awareness about sustainable development, energy and recycling.
As part of the Circular Economy Action Plan, the Commission has adopted EU food donation guidelines in order to facilitate the recovery and redistribution of safe, edible food to those in need. The guidelines have been developed in consultation with the EU Platform on Food Losses and Food Waste.
