A Compendium of Small Scale Actions to Promote the Circular Transition in Cities

Resourceful Cities

Small Scale Actions (SSA) are a new element introduced for this round of URBACT action planning networks (2019-2022). This compendium summarises all of the SSAs carried out within the Resourceful Cities Network. It aims to support and inspire other cities which want to accelerate their circular transition.

A wide range of SSAs were carried out by Resourceful Cities partners, each one responding to an identified need within the individual city context. Actions included promoting citizen engagement and participation, enhancing knowledge and raising awareness of the circular economy, business support, data collection and monitoring and trialling new business models.

Environmental assessments should focus on the needs of circular cities

The circular economy (CE) is gaining momentum in cities. To ensure a sustainable CE, it is crucial to measure the environmental performance of CE strategies. However, environmental assessments overlook several strategies that are a key feature of urban CE practice. These include reuse and repair, sustainable built infrastructure and urban land use, green public procurement, smart information and access technology.

To provide insights into the environmental performance and potential of these strategies, industrial ecologists and municipalities should:

  • collaborate with urban systems experts
  • quantify the environmental impacts of entire urban systems
  • combine environmental assessments with social and economic feasibility ones.

15 circular steps for cities

In this first series of webinars, representatives of the European Investment Bank (EIB) will introduce the newly launched Circular City Centre (C3). This is a competence and resource centre hosted within the EIB and developed with the support from the European Investment Advisory Hub and the European Commission, in cooperation with Circle Economy.

C3 aims to support cities through sharing resources and practical information, providing circular city advisory and raising awareness about relevant financing and advisory opportunities for circular initiatives and projects.

This report assesses how the circular economy contributes to reaching climate goals with regard to residential housing.

The draft Flemish climate policy plan covers the operational phase of housing and the material and carbon footprints of building and renovation. The report explores two ways to reduce these footprints: reducing the size of new housing and splitting existing buildings, and applying alternative construction methods or building materials and increasing the use of recycled and reused materials.

Arup has joined forces with the Ellen MacArthur Foundation to produce a report on the value of circular economy (CE) in real estate.

CE offers real estate investors a framework for achieving environmental and social goals while delivering better economic performance. How do real estate business models need to change - apart from eco-design - if CE principles are to scale up in this sector?

The report defines five models to improve financial performance to the benefit of real estate investors and construction clients:

To kindle creativity ReNewTex hosts discussions about sustainability or on single topics to shape the discussion into projects.

Circular economy intervention to go beyond the existing climate action in developing countries

Commissioned by the Scientific and Technical Advisory Panel (STAP), which advises the Global Environment Facility (GEF), and co-authored by Circle Economy and Shifting Paradigms, this report uncovers the range of socio-economic and environmental co-benefits that circular mitigation interventions can bring to GEF countries of operation.

The report supports strategic advice by the STAP to the GEF and its implementing partners, and helps carve out a role for these bodies in accelerating the transition to a low-carbon circular economy. Its findings will be highly relevant to the development of future GEF projects and programmes across its different focal areas.

CICERONE is a group of European programme owners, researchers and businesses seeking to build a platform for an efficient circular economy. Its report Strategic Research and Innovation Agenda (SRIA) on Circular Economy aims to help owners and funders of European circular economy programmes adopt a systemic approach to circular economy transition.

The SRIA was developed based on eight priority themes (biomass and biotechnologies, chemicals, construction and demolition, food, plastic, raw materials, waste and water) and builds on four societal areas that face sustainability challenges (urban areas, industrial systems, value chains and territory and sea) to identify priority areas to tackle EU region-wide issues and facilitate the circular economy transition.

A Circular Economy Strategy for the Großes Walsertal region

The Großes Walsertal region has developed a Circular Economy Strategy: it has set itself the objective of introducing circularity at every stage of the value chain, from production to consumption, repair and waste management. Smart product design and increased recycling and reuse activities will contribute to gradually close the loop of each product life-cycle in the region. 

The Großes Walsertal communities act as role models by sharing tools, offering vouchers for local food stores (as part of the leisure activities funding) and implementing binding green criteria for events organised on their territory.
