European Commission launches a call for tenders for a study on the effects of open registers for vessels

The European Commission has launched a new call for tenders under the European Maritime, Fisheries and Aquaculture Fund (EMFAF) which will be particularly relevant to stakeholders working on ship recycling. 

The call will finance a study providing the European Commission with an up-to-date analysis of the economic dynamics and effects of the use of controversial open registers for vessels, including the impact on the environment.

Reflagging vessels of flags of convenience is a widespread practice during ships’ end-of-life journey towards recycling facilities.

Extensive research has been carried out on the issue of flags of convenience and open registers for many years. However, until now research has primarily focused on specific aspects, with no overall picture.

The European Commission has made the fulfilment of flag States responsibilities by the countries acting as open registers one of the priorities of the EU International Ocean Governance agenda.

The budget for the tender is EUR 400 000, and the deadline to apply is 24 August 2023.
