Packaging & packaging waste - Making waste a resource

Eurocities

In its position paper, Eurocities aims at contributing to the revision of the EU legislation on packaging and packaging waste by making proposals on:

  • packaging design (to facilitate separate sorting by citizens, and further dismantling for reuse or recycling, i.e. less complexity in packaging materials)
  • compostable/biodegradable plastic packaging (citizens cannot distinguish between biodegradable/compostable and more ‘conventional’ ones; the Commission should assess if this packaging can benefit the environment or create more littering and hamper waste collection, reuse and recycling)
  • reuse and recycling (new legislation should consider EU-wide mandatory labelling to identify packaging as reusable, recyclable or compostable) and
  • extending the EPR schemes.

This report explores the implications of the transition towards the circular economy for the Scottish labour market. It presents a baseline measurement of the number and geographical distribution of jobs currently related to the circular economy in Scotland and explores the types of circular jobs, roles and skills associated with opportunity areas in three value chains: construction, bioeconomy and capital equipment.

Circle Economy and Zero Waste Scotland designed this report to support enterprise agencies, workforce development, governments, universities, employers and other representatives to recognise the potential of the circular economy for the Scottish labour market and the related skills development needs of its workforce as part of a just transition.

The Circular Plastics Alliance (CPA) is an open platform for public and private actors in the European plastics value chain that want to help increase the EU market for recycled plastics to 10 million tonnes by 2025. 

Companies and business associations are encouraged to submit their voluntary pledge hereVoluntary pledges consist of a quantity of recycled polymer(s) to be produced or used by your organisation by 2025. The CPA is an initiative under the European Strategy for Plastics. 240 signatories work together to implement the content of the CPA declaration. The Circular Economy for Flexible Packaging (CEFLEX) initiative is a collaboration of over 160 European companies, associations and organisations representing the entire value chain of flexible packaging. CEFLEX wants all flexible packaging to be designed for easy collection, sorting and recycling, with valuable new markets and applications created for the recycled materials.

CEFLEX stakeholders represent the full value chain including: raw material producers (plastics, paper and aluminium foil), ink, coating and adhesive suppliers, film producers and flexible packaging converters, brand owners, waste management companies, recyclers, extended producer responsibility organisations and technology suppliers.

This reflection paper explains how materials will enable solutions for a healthy, safe, resilient society and stronger economy to answer citizen demands. It includes strategic research agendas (SRAs), proposals, solutions, and recommendations of Alliance for Materials A4M community towards Horizon Europe in the post-COVID scenario. COVID-19 has affected the development of current strategies to face societal challenges and led to a reflection on a new global economic model where circular economy will play a prominent role.

The paper puts forward proposals for strategic research and innovation activities to the European Commission, Member States, and the European Parliament, taking into account the objectives of the Green Deal Priorities and Recovery Plan.

European Commission

EU environmental rules aim to ensure that end-of-life vehicles are managed sustainably. They seek to eliminate hazardous substances in cars and require that most ELV parts and materials are reused or recycled.

The Commission would like to hear your views on its proposal to improve collection, treatment and recycling of ELVs. You can give your feedback on this initiative until 19 November 2020.

A saccharide strategy for the Dutch Chemport Region

Saccharides are a valuable and readily available source of renewable carbon. There are unique opportunities to produce renewable intermediate chemicals and polymers from regionally available agricultural products and imported feedstock in the period up to 2050.

Industry in the Chemport region (Northern Netherlands) has several options to further reduce CO2 emissions, including recycling or circular chemistry and shifting towards bio-based feedstock, acting as a catalyzer for other industries.

Important focus areas of the saccharide roadmap are:

  1. developing technologies/markets
  2. strengthening/expanding feedstock production
  3. developing incentives/regulations
  4. further developing an integrated approach, cooperating and improving the knowledge base.

NOx (nitrogen oxides) are emitted during combustion in air at high temperatures and/or pressure; if they exceed recommended levels, this has a negative impact on the population. The authors found that when moist, limestone (CaCO3) readily sorbs NO2 to form calcium nitrate, which provides the basis for developing a surface flow filter. The substrate was made from “over-recycled” cellulose fibres such as newsprint, magazines and packaging fibres which are too weak for further recycling. The substrate was coated with fine-ground calcium carbonate and micro-nano-fibrillated cellulose, which was used as a binder and essential humectant to prevent a stagnant air layer forming. Pre-oxidation countered the action of denitrification bacteria colonising the cellulose substrate.
