What is Horizon Europe?

Horizon Europe is the EU’s key funding programme for research and innovation. The Multiannual Financial Framework Midterm Review has set the indicative budget for Horizon Europe for the period 2021-2027 at EUR 93.5 billion.

As a general principle, the programme tackles climate change, helps to achieve the UN’s Sustainable Development Goals and boosts the EU’s competitiveness and growth. It facilitates collaboration and ensures that research and innovation has the strongest possible impact on the process of developing, supporting and implementing EU policies. It supports the creation and transmission of excellent knowledge and technologies. It creates jobs, fully engages the EU’s talent pool, boosts economic growth, promotes industrial competitiveness and optimises investment impact within a strengthened European Research Area.

The 2025 Horizon Europe work programmes

Work programmes set out funding opportunities under Horizon Europe. Given the current geopolitical circumstances, the overall 2025 work programme will emphasise actions that contribute to building a safe and secure Europe, help reduce critical dependencies and build a more robust economic base through targeted actions. It is a key step towards achieving the research and innovation priorities outlined in the Horizon Europe strategic plan for 2025-2027. Its actions are expected to substantially contribute to the three overarching, interlinked key strategic orientations: the green transition, the digital transition and a more resilient, competitive, inclusive and democratic Europe.
