EU environmental rules aim to ensure that end-of-life vehicles are managed sustainably. They seek to eliminate hazardous substances in cars and require that most ELV parts and materials are reused or recycled.

The Commission would like to hear your views on its proposal to improve collection, treatment and recycling of ELVs. You can give your feedback on this initiative until 19 November 2020.

Closing the Loop (CTL) and Fairphone have partnered with other circular innovators, such as the Dutch government, in a project that is likely to become a game-changer for the electronics industry - proving that scrap batteries from Africa can be used to produce clean materials for the future.

In the first-ever shipment of scrap Li-ion batteries from West Africa to Europe, CTL has taken the first step towards proving that these scrap batteries can be a sustainable source for resources.

The European Committee of Manufacturers of Electrical Machines and Power Electronics (CEMEP) supports the development towards a circular economy (CE), thus actively contributing to more sustainable manufacturing and responsible consumption. This industrial sector follows a business-to-business market model, delivering products for a wide number of economic sectors and applications. 

Its three main product groups – electric motors, variable speed drives and uninterruptable power systems – show differences and similarities when it comes to material efficiency, hence the need for sector- or product-specific approaches when pursuing CE.

This position paper describes the CE status of the CEMEP industries and the way forward towards more circularity.

The EU’s Circular Economy Action Plan: setting the world’s largest single market on a transition towards a circular economy

This case study on the EU's Circular Economy Plan (CEAP) by the Ellen McArthur Foundation reflects back on the steps which the European Commission took to take a lead in circular economy policies globally. From initially aiming at improving resource efficiency, to redefining growth with positive social, environmental, and economic benefits, this case study analyses this policy-making process.

The CEAP was a comprehensive body of legislative and non-legislative actions adopted in 2015, which aimed to transition the European economy from a linear to a circular model. It mapped out 54 actions, as well as four legislative proposals on waste.

By rethinking resource efficiency and material flows, the European Commission has developed a framework to promote systemic change.

The circular economy: Going digital

The European Policy Centre’s (EPC) Task Force called Digital Roadmap to Circular Economy has explored the linkages between digitalisation and circular economy, the opportunities created by data and digitally-enabled solutions, and the challenges associated with harnessing their full potential for the transition to a circular economy.

The project represents a pioneering endeavour in exploring the interconnections between the digital and green transformations and considers the implications for EU policymaking.

The final publication The circular economy: Going digital and its executive summary show that digitalisation can offer enormous possibilities for the transition to a more sustainable, circular economy but it is essential to steer it in the right direction.

The Challenges, Opportunities and Pathways for European Business in Circular Economy report is a EUROCHAMBRES initiative launched in order to better understand if and how the circular economy will benefit European businesses, and to delineate a successful transition. This will be the basis for a policy strategy to contribute to an enriching debate on future legislative proposals at European level.

This report is a comprehensive meta-analysis of the most up-to-date quantitative studies on the circular economy, and elaborates on nine industrial sectors (agriculture, construction, mobility, hospitality and food services, metal manufacturing, electronics, textile, food & drink manufacturing, and plastics) including case studies. Bearing in mind the future of European manufacturing industries and businesses, the paper focuses on European trends derived from available data regarding investment costs, cost savings, and investment opportunities.

The EU faces multiple challenges (climate crisis, environmental disasters, a lack of competitiveness, falling behind in the digital race, etc.) that it will need to address if it is to ensure long-term sustainable prosperity for European citizens. At the same time, there are two ongoing transitions – the creation of a circular economy and the digital transformation – that could provide the means to address these challenges, if they are managed well.

As the EU and national policymakers are making significant efforts to promote a circular economy on the one hand and a digital economy on the other, Annika Hedberg and Stefan Šipka, together with Johan Bjerkem, argue that it is time to align the agendas as a means to achieve greater sustainability and competitiveness.

This publication:

  • demonstrates what digitalisation means in the context of a circular economy;
  • considers what a greater focus on sustainability would mean for the digital transition;
  • examines the role of the EU policy framework, tools and initiatives in steering a (digital) transition towards a (digital) circular economy and makes recommendations for EU institutions for the next five year.

It suggests that the EU must:

  • think systemically, define a vision and act;
  • provide an adequate governance framework and economic incentives for a (digital) transition to a (digital) circular economy;
  • encourage collaboration across European society and economy as well as globally, and empower its citizens to contribute to the transition.

This Discussion Paper builds on the findings of the EPC’s "Digital Roadmap for a Circular Economy" project of 2017-19 and paves the way for a more extensive final study, scheduled to be published in the late autumn of 2019.

The project has been supported by Aalto University and the Natural Resources Institute Finland (Luke) (members of Helsinki EU Office), Central Denmark region, Climate-KIC, the Estonian Ministry of the Environment, Estonian Environment Investment Centre, HP, Orgalim, the province of Limburg, UL, Fondazione Cariplo and Cariplo Factory.

Electric vehicles are a key technology to decarbonise the road transport sector and their use is expected to increase, thereby increasing demand for lithium-ion batteries. This makes developing a full value chain for batteries in Europe a priority, particularly the recycling of lithium-ion batteries where Europe is at an advantage as a market leader.

What will happen to this huge number of batteries at their end-of-life and how the valuable materials within each battery can be recovered and recycled are important questions for EU policymakers, as is information on the impacts of developing a lithium-ion battery recycling industry within the EU.

As part of the wider CIRCULAR IMPACTS project, which looks at the economic, employment and societal impacts of shifting towards a circular economy, this case study examines the impacts of managing electric-vehicle lithium-ion batteries reaching their end-of-life in the years to come. It concludes that increasing the collection and recycling efficiency rates of electric vehicle batteries in the EU can mitigate dependence on imported materials and help to retain the value of recovered materials in the EU economy. Further potential benefits include job creation in the lithium-ion recycling sector, while recycling certain materials, as opposed to extracting the raw material, may mitigate CO2 emissions.

Circular Impacts Final Conference

For the past 2 years, the CIRCULAR IMPACTS project has been collecting evindence on the impacts of moving towards a Circular Economy in Europe. On September 5th the project team will present its final report at an afternoon conference in Brussels with live feedback from the European Commission, whom these assessments aim to help in discussions with member states and civil society on progress in this field.

This is the fourth EEA report in a series of annual reviews of waste prevention programmes in Europe as stipulated in the European Union (EU) Waste Framework Directive.

This review focuses on reuse and covers 33 national and regional waste prevention programmes that had been adopted by the end of 2017.

Article 11 of the Waste Framework Directive states that Member States should take appropriate measures to promote reuse and preparing for reuse such as encouraging the establishment and support of reuse and repair networks. The report describes how reuse is addressed in the waste prevention programmes and provides data on the status of and trends in reuse systems in Europe. Chapter 1 introduces the concept of waste prevention in a circular economy and describes the policy background. It explains the review's approach and defines key terms used. Chapter 2 investigates the existing waste prevention programmes, looking at their scope and reuse objectives, measures and indicators, as well as the sectors and stakeholders addressed. Chapter 3 examines the status of and potential for reuse for key product groups (i.e. textiles, electrical and electronic equipment, furniture, vehicles, and buildings and building components). Chapter 4 concludes with key findings and prospects for reuse in the context of the circular economy agenda.

The circular economy – a powerful force for climate mitigation

This report investigates how a more circular economy can contribute to cutting CO2 emissions. It explores a broad range of opportunities for the four largest materials in terms of emissions (steel, plastics, aluminium, and cement) and two large use segments for these materials (passenger cars and buildings). The key conclusion is that a more circular economy can make deep cuts to emissions from heavy industry: in an ambitious scenario, as much as 296 million tons CO2 per year in the EU by 2050, out of 530 Mt in total – and some 3.6 billion tonnes per year globally. Making better use of the materials that already exist in the economy thus can take EU industry halfway towards net-zero emissions. Moreover, doing so often is economically attractive. Initiatives for a more circular economy therefore deserve a central place in EU climate and industrial policy.
