This Guidance Note supports the integration of circular economy principles into procurement practices. It offers practical tools and insights to help project promoters, procurement professionals and other interested parties integrate the circular economy throughout the procurement cycle. There are step-by-step instructions and insights that can be applied at each stage of the process – from needs assessment and market engagement to contract management and performance evaluation. 

This guidance can be adapted to a wide range of procurement contexts, regardless of the sector or size of the project. The aim is to foster innovation, reduce environmental impacts and support more sustainable markets.
