The Circularity Dataset is an initiative by Luxembourg’s Ministry of the Economy and several international industry leaders. It has developed the Product Circularity Data Sheet Luxembourg (PCDS): a data template for standardising information about the circular aspects of products. The template goes hand in hand with a dedicated data exchange protocol.

The initiative officially concluded in 2020 with the creation of the PCDS. To ensure that the document gained international recognition and long-term adoption, the Ministry of the Economy of Luxembourg launched a process to turn it into an ISO norm. In 2022, the Ministry established Terra Matters GIE to manage the PCDS and promote its use globally.

Main results

Terra Matters’s goals include:

  • raising awareness and providing reliable data about the circular life of a product
  • creating a standard data source for anyone to assess how circular a product is
  • setting up an audit system based on the data produced
