E-circular is an NGO working to promote the circular economy in the Republic of Moldova. They have published a brief report about the country's national circularity rate and the tools used to identify that rate.

Moldova's circularity rate is very low (1.35%, roughly equal that of Romania), with no data on this topic available before now. The report explains why it is so important to establish a country's circularity rate (you have to know where you stand in order to make improvements) and how the circular economy can be measured.

It looks at the global circularity rate and the figures for the EU and its Member States and provides details about the tools already in place to measure this: material flow analysis, lifecycle assessment, circularity indicators and the tool for mapping circular economy values.

It lists the challenges when it comes to measuring the circular economy, including the lack of standardised values, the limited availability of reliable data, the fact that the social dimension tends to be overlooked, and the as yet limited uptake of technologies such as IoT and blockchain which can be used to map material value chains.

Lastly, it recommends way to improve the measurement of the circular economy: standardising methods, investing in digital tools, factoring in social indicators and tailoring methods to individual sectors and industries.
