Focus area: recycled and bio-based content and end-of-waste criteria
This report assists the Commission in fostering the ideal conditions for secondary resource markets and increasing the uptake of secondary raw materials across the Union.
It argues that the challenge is no longer innovation, but deployment at scale. Therefore, the Circular Economy Act should focus on five priorities:
- Harmonised End-of-Waste criteria,
- Mandatory recycled content targets
- Operational Digital Product Passports
- Stronger economic incentives through EPR
- A risk-based approach to the waste–chemicals–product interface
