The report highlights the importance of a Pan-European approach, including cooperation with neighbouring countries to strengthen resource security and prevent waste leakage.

Based on 20 EU-funded projects, it recommends:

• Harmonising End-of-Waste criteria, Digital Product Passports and circularity data frameworks
• Creating a stronger Single Market for Secondary Materials.
• Supporting circular ecosystems 

• Embedding circularity by design and circularity by default in all policies

  It concludes that the EU must move beyond a linear economic model towards a regenerative, resource-efficient and resilient economy.
