The National Circularity Assessment Framework for Buildings offers a comprehensive tool to help countries accelerate the shift to a circular economy. 

It provides practical guidance for integrating circularity into the buildings and construction sector, helping stakeholders rethink how materials are sourced, buildings are designed and resources are managed throughout the lifecycle. The tool is intended for governments, policymakers, industry leaders and practitioners in the construction and built environment sectors. It presents both qualitative and quantitative approaches to measure progress, supporting informed decision making and enabling stakeholders to take actionable steps toward circularity.

The approach will create a scalable national assessment framework, alongside a methodological guidance document, to assist countries in:

  • Assessing the current level of circularity within their buildings and construction sectors;
  • Identifying gaps in circularity to inform and enhance national targets, such as Nationally Determined Contributions;
  • Guiding the development of strategic actions to advance circularity in the building sector at national level.

By implementing the strategies outlined, countries can reduce their material footprint, cut greenhouse gas emissions and promote biodiversity while fostering innovation and economic growth. The framework is designed to be adaptable, allowing users to tailor it to their national and local contexts, ensuring the transition toward circularity is both inclusive and effective.
