Fédération de la Mode Circulaire: release of their EU Manifesto for Circular Fashion

The Fédération de la Mode Circulaire (Circular Fashion Federation) is organising an event which will mark a milestone in their journey towards sustainable fashion: the release of their EU Manifesto for Circular Fashion. 

This event will bring together industry leaders, policymakers and circularity experts united by a common goal: to advocate for a transformative agenda that redefines the fashion industry through the principles of circularity.

It will unveil their manifesto, developed in collaboration with over 300 member companies. The manifesto outlines a policy roadmap for the European Union to leverage circular fashion as a means to bolster its textile industry, promote fair competition and champion environmental and human rights standards.

The manifesto covers:

  • Addressing unfair competition from third-country imports by integrating new textiles into the Carbon Border Adjustment Mechanism, eliminating duty-free import thresholds, using public procurement to boost demand for circular and European textiles, and creating a legal definition for fast fashion.
  • The role of VAT in promoting circularity by expanding reduced VAT rates to circular fashion products and services and simplifying VAT on margins for second-hand goods.
  • Consumer information and its importance in driving systemic change through harmonised environmental scoring, mandatory recycling information, a circular Digital Product Passport and a social score methodology.
  • Harmonising Extended Producer Responsibility (EPR) systems to promote circularity by standardising eco-contribution and governance, implementing bonus-malus mechanisms, and excluding second-hand goods from EPR obligations.
  • Boosting textile collection and recycling by establishing European standards, using EU Structural Funds to support local textile management, and supporting innovation and industrial development.

  • 9:30: Event start - Introduction
  • 10:00-11:00: Panel discussion 1: Driving EU competitiveness through circular fashion
    • The speakers will explore the specifics of circular fashion, its fundamental differences from linear fashion and its key role in European competitiveness.
    • Speakers: Monicà Rodriguez (RECOVO), Saskia Bricmont (Member of the European Parliament), Pascaline Wilhelm (ENAMOMA, and Agata Kotkowska (DG Environment).
  • 11:00-12:00: Panel discussion 2: A European Manifesto for circular fashion: from vision to action
    • The discussions will focus on the operational levers of circular fashion, the obstacles to overcome and the solutions provided by the Federation's members.
    • Speakers: Camille Le Gal (Fairly Made), Mariska Boer (EuRIC), Szilvia Turi (Redivivum), and Mikael Garellick (DG GROW).
  • 12:00-13:30: Lunch and networking

This hybrid event will be in English and there is no charge for attending. It will take place at 09:30-13:30 CET on 20 February.
