France’s Anti-waste and Circular Economy Law: eliminating waste and promoting social inclusion

France’s Anti-waste and Circular Economy Law

France’s Anti-waste and Circular Economy Law is a great example of cross-sectoral collaboration. Policymakers, municipalities, NGOs and businesses worked together with the public administration to identify a richer range of needs, solutions, and policy measures. As a result, the law is ambitious and contributes to a system-wide transition towards a circular economy.

This case study by the Ellen MacArthur Foundation is part of a series of case studies that exemplify elements of the Universal circular economy policy goals (2021) in practice.

Resource extraction and processing are responsible for 90% of land-use related biodiversity loss. Nature conservation and restoration on their own will not be enough to halt and reverse biodiversity loss. The transition to a circular economy provides a pivotal opportunity to explore this issue. Join the Ellen MacArthur Foundation, L'Institut National de l'Economie Circulaire (INEC), the Finnish Innovation Fund Sitra, the International Union for Conservation of Nature (IUCN) and the ECESP on 8 September at 3 p.m. CEST for the first hybrid #EUCircularTalks from the EU Pavilion at IUCN’s World Conservation Congress.

Luxembourg's Circular Economy Strategy

Government of the Grand-Duchy of Luxembourg

The Grand-Duchy of Luxembourg is a frontrunner in many economic sectors, including finance, construction, data-driven innovation and space resources.

In recent years, the country has sought to position itself as a hotspot for the circular economy (CE) and many ongoing public and private initiatives support this claim.

Based on these fruitful experiences and the recognition of the CE as a high priority by the Luxembourg government, which has made it a major feature of the 2018-2023 Government agreement, the current strategy aims to take the CE in Luxembourg to the next level. It identifies proven regulatory, financial and information management methods and tools for boosting circular initiatives, and proposes a methodology for using them in a number of key economic sectors.

Sitra commissioned this study to investigate whether and under what assumptions and policy measures the decoupling of CO2 emissions from economic growth could occur at a sufficient rate for CO2 emissions to decline to net zero by 2050. The analyses were carried out on a global level.

The results of this study show that deep CO2 emission cuts in line with the 1.5 °C target and positive GDP growth can occur at the same time.

A natural next step would be to analyse in detail the decoupling of other harmful environmental impacts from economic growth. For example, a global shift to more circular business models could reduce CO2 emissions and help cut the use of materials and natural resources while maintaining economic growth.

In this report, nudging is explored as a complement to traditional policies (regulation, economic incentives and information campaigns) to reduce the use of single-use plastics. Behavioural insights are used to develop different options to nudge consumer preferences from single-use cups to more sustainable alternatives.

Based on careful reviews and analysis of previous nudging projects, three green nudges are proposed to catalyze this shift.
