The Climate-KIC Circular Cities project is investigating how city governments can be transformational change agents and creators of smart and sustainable neighbourhoods.

The results are expected to improve how cities manage building, construction and utility waste and, through productively utilizing household and industrial waste streams, can increase the growing perception that what was once viewed as waste can now be viewed as resource streams.

The underlying idea of the Strategy for the Transition to the Circular Economy in the Municipality of Maribor, as well as the Wcycle project, is its to have an own innovative model as a system for managing all the resources available in the Municipality of Maribor and the wider urban area.

The model is based on the operation of enterprises that are predominantly publicly-owned and already provide public services for residents. They are thus the city’s bottlenecks that until now have not functioned as a connecting link, which is a fundamental principle in the transition from linear to circular economy.

Only close cooperation between public companies, citizens, industry and local self-government can lead to a successful interconnected system that optimises resources and results - economic, environmental and social. This is a long-term project that provides development-oriented efficient management of resource flows in local and regional environments.

The purpose of the Strategy and Wcycle project discussed is cross-sectoral cooperation in handling, processing, re-use and development of resources, which deals with the circular economy in Maribor in seven selected sectors (i.e pillars or circles).

The positive consequences of these practices are the emergence of new business opportunities for the Municipality of Maribor, the people and the economy, the creation of high-quality, mainly green jobs, new added value and a fresh economic boost.

The present guidelines have been developed by ACR+ in the framework of its Circular Europe Network initiative (CEN: www.circular-europe-network.eu).

It aims at explaining the potential role of local and regional authorities, and at developing guidelines to help them draw up integrated and efficient circular economy plans. Even though acknowledging the broader concept, these guidelines focus mainly on materials, considering that it is difficult for local and regional authorities to encompass all topics at once and since material resources represent the core element of circular economy.

The guidelines clarify the circular economy concept from a local or regional authority's perspective (Part 1) and propose key steps and elements to include in a local or regional circular economy strategy (Part 2).

The present document should serve as a set of first guidelines in the subject, particularly for the members of the Circular Europe Network, and is intended to be completed with examples of best practices to set such strategies, as well as concrete cases of circular economy.

The Association of Cities and Regions for sustainable Resource management is an international network of cities and regions sharing the aim of promoting a sustainable resource management, through prevention at source, reuse and recycling, and accelerating the transition towards a circular economy on their territories and beyond. The network currently counts about 100 members, mainly local and regional authorities as well as national networks of local authorities representing around 1100 municipalities. Francesco LEMBO is Managing Director at ACR+, overseeing programs and projects, and ensuring that strategic plans and realistic objectives are in place and monitored. In the district of Leoben, about 12 300 tons of municipal waste were buried without any energy recovery until 2003. Since 2004, landfill regulations prescribe a pre-treatment of waste before landfill deposit and a new scheme for waste management with multiple treatment options allowed a reduction of municipal waste to a quarter and the production of heat and electricity for local use.
