This European Environmental Agency Report presents an analysis of approaches and identifies trends, similarities and new directions taken by countries in resource efficiency and circular economy (CE). It is based exclusively on data provided by 32 Eionet members.

Its main objective is to stimulate exchange of information and good practice between countries and to support capacity building within Eionet.

Another objective is to contribute to various policy processes, including work carried out by European Commission, European Parliament and International Resource Panel.

The report addresses 6 elements:

  • material resource efficiency and CE in the EU
  • policy framework
  • monitoring and targets
  • examples of innovative approaches and good practice
  • other resources
  • way forward.

This research reviews the long history and diversity of circularity thinking to develop a comprehensive timeline, which identifies and conceptually classifies 72 different CE-related concepts from the Global North and South alike (such as industrial ecology, Gandhian and steady-state economics, buen vivir, doughnut economics, degrowth).

In November 2020 the paper was completed with an interactive timeline that helps researchers and practitioners better situate and navigate the concept of circular economy, both in its rich historical origins and in its theoretical diversity. It thus fosters a cross-pollination of concepts and ideas which can help address the complex socio-ecological challenges of the 21st century.

A social currency - turuta - to promote production and interchange locally

Turuta is a project of mutual exchange and enrichment. Starting in 2010 as an experimental project of a new microeconomy, it gave birth to the "turuta market", based on a social currency called turuta (a traditional military march played during Carnival parades). This is used to pay for local goods and services, promoting local production and interchange. Each partner in the turuta market has an online account.

It is a living project being developed by the members of the association ECOL3VNG (local ecological economic ecosystem at Vilanova i la Geltrú, Barcelona). The collective history of this ecosystem is being written through minute-taking (agreements of Board, commissions and assemblies, i.e. the "legislation") and account-taking of the exchanges between partners.

Circular Economy Action Plan - Speeding up the green transition of the EU’s economy

Circular economy offers a path to sustainable recovery

The post-COVID-19 recovery plan should be extensive, as the effects of the pandemic on people and economy have, in many cases, been devastating. The recovery plan must also fully support the green transition to guarantee resilience over the long term.

The circular economy has the potential to raise EU GDP by billions of euros, and create around 700,000 extra jobs by 2030. With this in mind, the economic approach should be an integral part of that recovery. It is one of the messages of a new EUROCITIES policy statement on the EU Circular Economy Action Plan that sets out how cities, as significant engines for economic growth, can drive the circular economy to unlock economic, environmental and social benefits.

Enhancing a resource-efficient, circular economy in the food and drink industry

FoodDrinkEurope - an organisation representing Europe's food and drinks industry - has designed a website explaining what the industry is currently doing to enhance a resource-efficient circular economy.

Entitled Ingredients for a Circular Economy, the website specifically looks at the areas of farming, manufacturing, sustainable packaging and consumers, providing numerous examples of how the European food and drinks industry is helping to promote circular economy. The website also sets out policy recommendations for how to unlock further sustainable growth and innovation for a resource-efficient circular economy in the food and drinks industry.

INEC's analysis of the new European Circular Economy Action Plan

In March 2020, the European Commission published the new Circular Economy Action Plan (CEAP). Following of this publication, the French Institut National de l'Economie Circulaire (INEC) has published an analysis of the new action plan, followed by some recommendations:

  1. promote the inter-sectoral dimension of circular economy (CE);
  2. speed up the integration of the CE dimension into public procurement;
  3. introduce a coherent circular-oriented tax system;
  4. transition towards a non-financial accounting system;
  5. teach people to be circular;
  6. start a discussion on "equitable" needs;
  7. blockchain, territories and behavioural change.

Textiles and clothing play an important role in our everyday life. But the global fashion industry model is unsustainable. It uses large amounts of resources and has negative impacts on the environment and people. The global fashion industry, therefore, has to make a transition towards a circular model. In a ‘circular’ fashion economy, clothes, textiles, and fibres are kept at their highest value during use and re-enter the economy to avoid becoming waste.

This research note produced by Ecopreneur.eu is a first inventory of the potential impacts of future EU circular fashion on non-European textile producing countries. It uses existing literature and input from four circular economy experts to analyse the economic, social and environmental impacts.

Plastics represent a serious waste-handling problem with only 10% of the plastic waste generated worldwide being recycled. Plastics recycling is instrumental to close the loop of the circular economy by re-introducing into the economy high-quality plastic recyclates incorporated into new products.

This review paper of Mark Anthony Camilleri examines relevant regulatory guidelines, policies, and recommendations on sustainable development, where it traces the origins of circular economy (CE). It goes on to shed light on key theoretical underpinnings of CE's closed loop and product service systems.

The findings suggest that the CE's regenerative systems minimise the environmental impact as practitioners reduce their externalities, including waste, emissions, and energy leakages through the use and reuse of resources. This analysis by IEEP and SEI assesses to what extent the actions included in the new Circular Economy Action Plan published by the European Commission on 11 March 2020 may contribute to a more circular European economy within the boundaries of the planet.

The authors conclude that the action plan is a promising continuation of existing efforts, but ask for more concrete measures to address unsustainable resource consumption.

The authors make five recommendations to EU policymakers in this regard and emphasise the importance of EU Member States and the private sector showing leadership and willingness to innovate.

In February 2016, the government of Lithuania implemented a “deposit return system”, to give consumers an incentive to return used beverage containers for recycling. To combat litter and increase collection and recycling rates, consumers would pay a deposit amount of €0.10 when purchasing eligible drink containers, to be refunded when the empty container is returned for recycling.
