The International Conference on Consumer Protection in a Circular Economy aims in the first place to explore the “circular economy” concept and strategies from an interdisciplinary perspective, and, secondly, to identify and critically assess “circular economy” legal instruments in various steps of the value chain and with regard to new economic models, while paying increasing attention to the most pressing consumer protection issues.
In operation since 2007, PET to PET Recycling Österreich GmbH focuses on the production of food-grade recycled PET, which is used for “bottle-to-bottle recycling”, a globally unique and resource-efficient recycling loop in which old PET bottles are turned into new ones.
Transforming the linear economy, which has remained the dominant model since the onset of the Industrial Revolution, into a circular one is by no means an easy task. Such a radical change entails a major transformation of our current production and consumption patterns, which in turn will have a significant impact on the economy, the environment and society. Understanding these impacts is crucial for researchers as well as for policy-makers engaged in designing future policies in the field. This requires developing an in-depth knowledge of the concept of the circular economy, its processes and their expected effects on sectors and value chains.
This paper reviews the growing literature on the circular economy with the aim of improving our understanding of the concept as well as its various dimensions and expected impacts. On the basis of this review, it attempts to map the processes involved and their application in different sectors.
The paper suggests that research on the circular economy is currently fragmented across various disciplines and there are often different perspectives and interpretations of the concept and the related aspects that need to be assessed. This fragmentation is also evident in the available studies that adopt different approaches in calculating the impacts, which makes efforts at comparing the results from different sources very challenging.
Finally, this paper suggests that there is limited information on the indirect effects on the economy (e.g. impacts on the value chain or changes in consumption spending patterns) as well as the social impacts of the circular economy transition.

Simina LAKATOS is founding President of the Institute for Circular Economy and Environment "Ernest Lupan" (IRCEM) since 2012. Simina has economical and technical knowledge, abilities and experience: she holds a B.A. in Economics and a B.A. Honours in Materials and Environment Engineering. She obtained a Doctorate in Engineering and Management in 2011 after defending her thesis on Corporate Social Responsibility.
Simina has been part of the Department of Management and Economical Engineering of UTC since 2011, where she teaches and researches the following areas: Sustainable Development with focus in circular economy, Strategic Management with focus in social economy, Enterprise Assessment and Marketing and International Management, all of which helps her to develop the IRCEM. Her focus is to accelerate, national, regional and EU, the transition towards circularity from the bottom up with concerted actions, developing practical and scalable solutions, organized local-regional-EU campaigns, communicating and involving others in the dissemination of the circular economy information and sustainable development message. Simina is Romanian and is fluent in English and Italian.
Prof. Joanna Kulczycka is president of the Waste Management and Recycling Cluster, a key national cluster in Poland formed of 99 entities: SMEs, research units, NGOs and consulting companies promoting cooperation between business and research in the field of recovery and recycling various industrial and municipal waste, mainly WEEE.
Joanna Kulczycka has a Ph.D. in management from AGH UTS (Cracow) and a D. Sc. degree (habilitation) in economics (commodity science) from Poznań University of Economics. She was the founder of and now heads the Department of Strategic Research at MEERI Polish Academy of Sciences. She is Professor in the Faculty of Management AGH University of Science and Technology, where she lectures on eco-innovation in industry and circular economy.
Joanna Kulczycka is also author of over 100 publications. These include the first book on LCA in Polish, the first Polish Minerals Yearbook, and the first book about critical raw materials in Poland, and she is also editor of several books concerning the circular economy in Poland. Her research experience stretches from the economics and management of industrial processes, mainly in the raw materials and recycling sectors, to CSR, to eco-innovation and to the circular economy.
Romina Giovannetti joined Ecoembes in 2019 as Head of EU Public Affairs. She has 20 years of public policy and communications experience in Brussels, together with a track record in journalism in South America.
Romina previously served as Public Affairs Associate Director at consultancy Weber Shandwick. With an expertise in European funding and industrial and environmental policy she acted as an advisor to a number of associations, corporations and NGOs.
Prior to that, Romina worked with a number of Brussels-based associations, spearheading their employment, sustainability and transport dossiers. She spent the early part of her career as a news reporter and editor at Argentina’s leading media group Clarín.
Ecoembes is a non-profit organization that cares for the environment through recycling and the eco-design of packaging in Spain. While implementing the Extender Producer Responsibility, it engages with citizens, public authorities and companies, in a collaborative spirit, to improve the environmental impact of household packaging.
Since 2011 Closing the Loop (CTL) has been proving a successful waste compensation model. It has developed a unique approach in which customers pay to compensate for the purchase of new electronic devices, and the fee is used to collect scrap mobile phones and batteries with CTL's long-term networks in Africa for responsible recycling in Europe.

Au sein du défi global qu’est le développement durable, l’économie circulaire est un levier important pour les autorités publiques et les industriels. Le recyclage est l’un des leviers qui permet d’atteindre les objectifs d’économie de ressources et de diminution des émissions de gaz à effet de serre fixés à travers différents textes européens et nationaux. Ainsi, En France, on peut citer la loi n° 2015-992 du 17 août 2015 relative à la transition énergétique pour la croissance verte fixant, parmi d’autres, l’objectif d’augmentation de la quantité de déchets non dangereux non inertes valorisés sous forme de matière à 55% (en masse) en 2020 et 65% en 2025 ainsi que l’objectif spécifique aux déchets du bâtiment et des travaux publics de valoriser sous forme de matière 70 % des déchets en 2020.

Founded in 2015, the Circular Economy Coalition for Europe is a platform of scientists and universities in the fields of resource management, waste management and anthropogenic metabolism. In their endeavour to support the transformation of the EU to an effective and efficient circular economy, the experts provide European Institutions, national decision makers, businesses, and the interested public by providing facts and data, based on scientific methods and evidence.
Laura Cutaia, researcher at ENEA is an Environmental Engineer (1996) with a PhD in raw materials engineering (2002). Her main research topics are:

- Environmental Certification,

Laura Cutaia is the Responsible of Laboratory for Valorization of Resources at ENEA , where she is working on circular economy and resource efficiency, industrial ecology and symbiosis, LCA, environmental certification schemes, REACH regulation and sustainable industrial areas (more information).
Laura Cutaia is also the President of SUN - Symbiosis Users Network (Italian network for industrial symbiosis) and the President of UNI CT 057 on Circular Economy that is working with ISO TC 323 on circular economy. UNI is the Italian competent body for standardization.
As is the case with Mr. Jourdain, who was unaware of what he was writing, industries involved in packaging have already implemented the circular economy model. Results in material recycling are relevant proof thereof. Industries are not getting involved in this process out for ideological reasons but because it often makes sense from an economical point of view. Since we were lucky enough not to be starting from scratch, we offered a tangible approach through illustration for each main material and/or packaging category from: glass to paper, cardboard, food cartons, steel, aluminum, wood, and plastic materials. This also includes the energy consumed by the different materials and the waste produced by all the different activities involved. By digesting some of the best existing or developing practices, we wish to make the circular economy model a fully-fledged part of the packaging sector.
As an adviser for environmental and climate policy, Leon de Graaf particularly follows policies related to the circular economy, trade and climate, low-emission mobility, implementation of the Paris climate agreement (COP21) and the European emission trading system (EU ETS). He is also deputy manager of BusinessEurope's corporate Advisory and Support Group (ASGroup). Prior to joining BusinessEurope, Leon worked at the research consultancy Ecorys, focusing on renewable energy and international development issues, at DG COMP on energy and environmental subsidies in Europe, and at the Dutch Environmental Assessment Agency (PBL) on indirect ETS costs for energy-intensive industries. Leon has a MSc in environmental economics and climate change from the London School of Economics, and a BSc in business economics from the University of Groningen.
The Ellen MacArthur Foundation is a UK charity with the aim of accelerating the transition to the circular economy. Since its creation, the charity has emerged as a global thought leader, establishing the circular economy on the agenda of decision makers across business, government and academia.
Carsten Wachholz joined the Foundation in 2020 after two years working for the European Investment Bank on Corporate Responsibility and another four years working for the European Environmental Bureau on the first EU Circular Economy Action Plan. Carsten leads the Foundation's newly established Brussels-based team supporting the development of circular economy policies at EU and international level (e.g. G20, OECD), in close collaboration with the Foundation's systemic initiatives on plastics, fashion and food.
The report describes the concept of the circular economy and outlines its key characteristics. It draws attention to both the benefits and challenges in transitioning to such an economy and highlights possible ways to measure progress.
