The study aims at raising awareness among practitioners and policymakers of the concept of 'circular taxation' and of its potential to provide the incentives needed to step away from the wasteful linear economy and contribute to the shift to a circular economy which operates within planetary boundaries.

  1. The report proposes a definition of circular taxation differentiating it from traditional approaches to environmental taxes.
  2. Four case studies of environmental taxes are considered to establish if they have elements that would be expected of circular taxation, and to seek to learn lessons for the application of circular taxation.
  3. Recommendations are presented on the implementation of circular taxation and on the possible uses of revenues with a focus on equity and just transition.

On 12 July 2021, EFSA launched a call for expression of interest in the context of a two-year project aimed at identifying potential emerging risks to food and feed safety in the transition to a circular economy. The project’s objective is to help ensure that food and feed safety and environmental health considerations are taken into account at an early stage of research or policy initiatives.

IUCN is a union of government and civil society organisations working to advance sustainable development and create a just world that values and conserves nature.

Created in 1948, it is now the world’s largest and most diverse environmental network, harnessing the knowledge, resources and reach of over 1 400 member organisations and 17000 experts. This makes it the global authority on the status of the natural world and the measures needed to safeguard it.

The European Regional Office represents IUCN at EU level and works with Member States to help deliver EU goals.

IUCN brings expertise and convening power on biodiversity and nature-based solutions to the table, aiming to bridge the environmental priorities of nature conservation and the transition from a linear to a circular model.

Maria Nikolopoulou, member of the European and Economic Social Committee and keen supporter of circularity, reflects on the circular economy as a recipe for success in an article published on Open Access Government.
